It is safe to apply now although many people do not leave their employ until they've taken their vacations. So you will probably receive a better response after the summer.
Your two years of experience should be more valuable to a company than someone with a degree - depending on the position you are applying for. Best time to look for a job is January - Worse time during end of 4th qtr - November to December - as people 1) wait for bonuses 2) busy with holiday festivities.

I think it is a pretty good time to search for a job. Two years experience is on the fringe of a mid-level position. Generally, recent grads are looking for positions with 0-2 years experience. I would say you are slightly over entry-level..if your experience is full-time. Otherwise, you might be right..you are competing with recent graduates. I would look for jobs that say 1-3 years experience...and sometimes you might be able to count an internship to get to the mid-level position which is 2-5 years experience and not compete with recent grads.
Usually, companies hire cyclically...in may-june and around september-october. These seem to be the best times..I have experienced. In winter times..it is usually dead...I should know because I was searching for about 2 years after recession and slow recovery. They actually layoff workers during winter times.

Wait! You are right about having to compete with summer job seekers and grads. If you have only two years experience but are STILL working, it is SO important not to burn your bridges with your current employer before you actually get hired by someone else. You can use your current employer as a reference and it looks like you are "smart" to look for a job while still working and more responsible than those that quit a job, then look for work. But don't hesitate to send your resume out! You never know you might get lucky! But Fall is indeed as better time, and around Christmas is another time that you won't want to look for a job. But like I said, if you see something you like send your resume out! Get an interview and its all your.
I do color therapy/consultations and have an idea for you, as I tell everyone, wear purple to the job interview. Any shades of purple or lavender, but a nice purple shirt or tie with black skirt or pants, you look good. Purple is a "Royal" color from ancient times up to today. When you were purple (rather than any other color) people have a tendency to believe anything you have to say! Its a color that has people trusting in you, hearing/listening more, to all you have to say. They will remember you over any other applicants!

The worst time of the year to look for a new job is during the last few months of the physical or budget year, which for many companies varies. (Note: it is most often not the end of our regular year) However, the beginning of their physical year is when they have the funds to add new positions so you want to get your resumes out there as quickly as possible.
Now, the best overall time to look for a new job is when you already have a job! It is much easier to find a job if you already have one. Looking for something when you are out of work and desperate is very stressful and may cause you to consider something that will, in the long run, be a poor choice.

I would say December, specially near christmas, and new years eve.That's the worst time, think about it, everyone is thinking in the hollidays, and the budgets have been used.
I believe summer and the recent grads are not as important issue, because, think about it, all of those recent grads, who haven't got the work in summer they will keep looking after that, and after you already have those two years of experience as a gain, show it, and make it be the diference.

The best time to look for employent is June. The other times that are close to equally great times would be October, November, Dec., Jan., Feb., Mar., Apr., May, Aug., and Sept.
When you assert yourself and feel that there is a need for change. Explore your options as early as possible. Put out the resume's Best to you.
