Working hours is mainly the peak time when your ISP has a lot of pressure on his backbone. Well nothing much you can do, your equipments are working fine, just a small issue at your service providers end. Its happens with almost all. At the max you can call them up and update them about the issues you are facing. Well they might we well aware but just want to stay numb. Now who said on holidays everyone wants to get online.........

The speed is affected by ow many other people are using the same cable you are on. You are probably sharing that line with businesses, so usage would be up during business hours. Usage would be slower after midnight. Nothing you can do unless you want to pay a couple thousand dollars a month to have a T1 line put into your house.
