There's a whole generation of these tools easily found by Google. Weplab is one of them. Of course you can also always get a bootable linux like Knoppix and have access to a larger set of tools.
As for the person who suggested this question shouldn't be answered, first we don't know why the person is asking the question. Second, there is no mystery to this: WEP is well known to be seriously flawed, and people need to be aware of that fact when they use WEP. In the security world, people look down on the idea of "security through obscurity".

There is, but it takes time, and you generally need two computers to do it; one to send junk pings and the other to analyze the traffic and try to deduce the WEP.
