It's unclear, but the parallels between the story and the things happening in politics at the time are fairly convincing. For a good look at all the supposed allusions, see "The "Wizard of Oz" as a Monetary Allegory " by Hugh Rockoff in the Journal of Political Economy, Vol. 98, No. 4 (Aug., 1990) , pp. 739-760

yes,,,, George W. Bush has been hiding behind a veil of born-again Christendom since before the 2000 mis-Selection debacle,,, this is the most dishonest bunch in the white house since Reagan, but at lease he apologized to American citizens that he betrayed his country in the Iran Contra Affair, or Nixon and Watergate,,,,, you can't trust a Republican with taxpayers money,,,,,
for all you conservatives out there who want to throw Clinton into this analogy,,,,, there was no sex in the Wizard of Oz,,,,, betrayal of ones country has nothing to do with a man cheating on his wife and lying about it,, 95% of all straight men do,,,,, Republicans just like to sensationalize sex,,,,,,

urban legend, i've heard both that it is and that it isn't. People claim it was about the act to standardize gold (yellow brick road) and that the shoes were silver. all the characters where politicans at the time.
