When played in his best position, with a holding midfielder behind him and two wingers, Stephen Gerrad is the best in the world on his day.
That said, the best individual regardless of teammates is Kaka. I don't know about Ronaldinho, I have seen hime several times, and he has all the tricks but doesn't seem to always fire, take Champions League final and Croatia match, where he was annoymous in both.

There's quite a few in what I believe is an elite group of equally talented players. This would be Ronaldhino, Christiano Ronaldo (from England) Thierry Henry, and perhaps Wayne Rooney. Beckham is definitely NOT the best, although he is a good setup man.
