You don't need to have one for your regular home service, but you may need to subscribe to the provider the individual hot spot uses, for those times when you're out. Some hot spots are free, however. (See the sites below, and others.)

You can always drive to the vicinity of the hot spot and try connecting. If they don't allow that without a charge you'll be denied.

Mind you, there are questionable ethics and gray-area legalities involved in doing this sort of thing at anywhere *but* a public hot spot. (That is called Wardriving and involves looking for private users' wireless transceivers.)

Good luck.

No you need not have one. Airports, certain restaurant's, and others have them. What they have is high speed Internet through cable or optic fibre which is connected to wireless routers (transmitters of high capacities) Just go and enjoy at any one of those HOT SPOTS. Just you need is a laptop and a wireless card connected to it or WI- FI enabled devices like PSP and others.

Are you meaning where there is already wireless? No, you do not have to have service with a provider, but must have the card that goes into your computer.

If you are referring to public hot spots such as Starbucks or Whataburger, the answer is no.
