Yes, you can get a girl pregnant even when you use a condom. Also yes, a girl can get pregnant even if the condom does not break. This is why it is always best for the woman/girl to be on birth control to not have unwanted pregnancies.

Packaging on condoms now say that these are not intended to be used without an additional spermicide.
Pregnancy rates with condom use alone are unacceptably high.

semen actually has to come into contact with the cervix
so, as long as the semen stays in the condom, it is througholy impossible
there are of course, legends that say you can get pregnant by a toilet seat, or even through a jacuzzi shared with a man who ejaculates
but those cannot happen, because the temperatures would be too extreme

Even if it does not break, a baby could still be conceived... Why? The condom might slip during pullout...

if it doesn't break, then no. different types of condoms have "breathing holes" in them to begin with, so then, it could happen.
