Absolutely. If one defines paranoia as an unreasonable fear that extends beyond what is probable. A little paranoia will keep you safe, a lot of paranoia will completely debilitate you, which is where the US social infrastructure is right now.
Of course this is due largely to two factors, fear mongering by politicians and fear mongering by the media. Politicians do it to manipulate people into voting with their emotions, the media does it because fear-based news gets higher ratings (which actually comes back to people supporting fear based entertainment).
