It's time-consuming and expensive to get a divorce. I don't think that's as much of a problem. I think it is too easy to get married, and thus, the act of marriage is not taken seriously enough.
In consideration of all the possibilities, I think the best idea is to have a longer waiting period for marriage after you apply - a year is a good waiting period.
Secondarily, I would consider a higher age requirement to be a good restriction on the time it takes to get married, too.
If marriage is more difficult to obtain, especially in regards to the time it takes, then only those who are more serious about it will go for it. I don't think it should be more expensive, though, because that just makes it so only upper class people can get married, and that's not right. It would only require a greater degree of committment from those who have less money, but those with plenty of money would not be affected.

Hi there. Why do you want the camera only on the husbands head......... Lets put cameras on the husbands and the wifes head. They can then watch each other. Husbands camera can only be turned off by the wife and the wifes camera can only be turned off by the husband. We should also do this for boyfriend and girlfriends, same sex couples and the list goes on and on and on....
Honestly i say let the couples have a gun each. Whoever finds the other one cheating by the proof of your camera idea (this can also servr as evidence after the wife of husband gets arrested for shooting and killing the other person) gets shot in the head etc it doesnt matter as long as one is dead before the divorce is filed. Divorce numbers will surely go down so will the number of people cheating along with domestic bickering, beating etc etc.............................. Oh hell, I better keep my big mouth shut..........if this law gets approved I will be in deep doooodooooooo.................

What about a camera in the woman's head? There's much more room in a woman's head for a camera...
Seriously, nothing will reduce the divorce rate until people take marriage seriously and don't just get married because they've dated so long and it's the 'next' step. Until you're really sure that you want to be with your partner for the rest of your life, don't get married.

Adultery, money and major life changing events (whether good or bad) cause stress on a marriage.
Adultery is still illegal in writing, but is not punishable by law. Reinstall the punishment.
As for the money, well it is mandatory to purchase necessities, but people need to realize it is not the most important thing in life.
With life changing events people need to learn communication, respect, trust, self assurance, humility to ask for help and how their spouse needs to be supported as this is different for each person.
This may be more than one thing, but is there really a simple answer?

People need to stop getting married "for the kids" and they need to quit getting married when they are kids. People change, and having kids in the equasion of marriage is hard work.
I think people dating for 6 months then getting married, they don't know each other. People need to step outside their selves before they take that jump. People get married thinking "oh well, if it doesn't work out we can get divorced" but they need to not get married if they have that fear.

Men have to learn to have respect and self control. Don't marry a woman because you're too much a coward to be alone, marry her because you can't see yourself without her...that will cut down on cheating considerably

Also, when my parents were leading a premarital couseling group, one couple decided not to get married after all. So that's one divorce that was prevented--- by not getting married at all!
