The person who asks the question can choose. If they don't then it goes to voting where other people decide. They vote and the most votes becomes the best answer, winning the glorious prize of ten points. Pretty sweet, eh?

Ok, there are two ways for the best answer to be chosen. If the asker chooses the best answer shortly after the question has been on post for 24 hours, then the askers choice is the best answer. If the asker waits too long, it is sent to another spot on here where the voters (a.k.a. all of us that view the question) get to choose what is the best answer. After that, the answer with the most votes gets the pleasure of being the best answer.

After you have posted a question you have to wait at least 24 hours until you can choose the best answer. So the person who writes the ques chooses. :P
