a constitutional amendment must be passed by 2/3's of each house of congress and then approved by 3/4's of the state legislatures.

there is actually a second way to amend the constitution - one that have never been used. 2/3'rd's of the state legislatures can call for a constitutional convention.

I believe it needs to pass the house and senate by 2/3rds then 3/4ers of the states need to ratify it. The house and senate part might not be necessary though.

The 3/4 thing is by referrendum I believe.

2/3 of the house and senate to pass the legislation, and then 3/4 of the states to sign it, to ratify it into the constitution.
