Welcome to the real world. Manners don't count for diddly-squat these days, and it is really annoying. Yes, you should call them. You can be diplomatic and say, "I know you've probably sent an answer, but I haven't got it yet and I really need to know .... etc.etc.etc."
Or you can just say, "Hey, dude. Guess what RSVP means? Are you coming or not?"
I don't know if people are just lazy, thoughtless or ignorant, or maybe a combination of both, but if they persist in ignoring RSVPs, I'd be tempted to drop them from my guest list.

Sure call them. You've got a right to since they didn't RSVP. But be polite as always, and if the lack of an RSVP really pissed you off, remind them of it politely and tell them to RSVP next time.

Heck no! You took the time to invite them, already. You asked them to RSVP. You are hosting, buying, wining,and, dining them. I guess if you really want to pamper, er..baby them, sure call 'em. If it were me, I would not call them.

If it's getting close to party time and you need a head count I would call them.

I would not call them, and if you are having food, I would only get enough for the people who RSVP'd. If the others show up and there isn't enough food for them, Oh well. Perhaps it would teach them a valuable lesson.
