Seems like I've seen some places along the side of I-45 northbound out of Houston. I'm sure there are plenty of places in the phone book.

The legal age to get a tatoo is 18 no matter what. Even if your parent agrees to take you and sign for you, a tatoo parlor is not legally permitted to give you a tatoo - parent's permission or not. You can get a piercing with parent's permission if you are under 18 but your parent cannot sign for you to get a tatoo is you are under 18. You can wait a year I'm sure.

Look in your phone book for Body Modification numbers. As long as you have parental consent, they should allow you to get it done. Although, I would wait until you're older because you're skin is not finished growing and the tattoo may stretch in the future.
