partly sunny refers that the sky will be sunny in some parts so means there will be sunshine....partly cloudy refers there will be more clouds in the sky than sunshine so not much sun to see.

Sunny/Clear: No sky cover
Mostly Sunny: 1/8 - 2/8 sky cover
Partly Cloudy/Partly Sunny: 3/8 - 4/8 sky cover
Mostly Cloudy: 5/8-7/8 sky cover
Cloudy: 8/8 sky cover
**For opaque cloud sky cover**

However, it depends on the meteorologist whether Partly Sunny means "cloudy with some peaks of sun" or is the same thing as Partly Cloudy, "sunny with some fair weather clouds". When I make on air graphics, I tend to differentiate between the two and mention that in my forecast.
The NWS glossary lists them as the same thing, however.

Partly Sunny is more sun than "mostly cloudy" but less then "partly cloudy".

Or there is no difference and it's just the way Meteorologist can sound vague enough to be accurate in weather predictions.

Partly Sunny= little more sun then cloud
Partly Cloudy=little more cloud then sun

Partly cloudy = less than half cloudy

partly sunny is full sun half of the time,
partly cloudy is half clouds/half sun.

Or if you mean the old cliche' it means being optimistic.

Depends on the opinion of the forecaster or meteorologist. Some like to sound more optimistic in their forecasts than others so they'd use partly sunny instead.

partly sunny means it'll be more sunny than cloudy. partly cloudy means there will be more clouds than sunlight.
