the brilliance, refraction & reflection of light all has to do with a diamond's cut. If a diamond is cut improperly, the light will not be returned to your eye in the most attractive manner. Since it does cost more for a better cut diamond, then yes, the higher quality diamond do sparkle more than low quality.

High quality diamonds have what they call "fire" which is she sparkle they create when hit by light. The more the fire, the more you pay for it
