the brilliance, refraction & reflection of light all has to do with a diamond's cut. If a diamond is cut improperly, the light will not be returned to your eye in the most attractive manner. Since it does cost more for a better cut diamond, then yes, the higher quality diamond do sparkle more than low quality.
