I have an electric guitar, a Cry Baby wah pedal, and a volume switch that can be turned into a kill switch. I'v heard people do it before, like rage against the machine.

yea tom morello owns theres a video of him doing it all you do is rub your fingers against the strings

Try the "whammy" pedal from Digitech.

I think it's what Tom Morello used in RATM to make the scratching noise.

Another cool Morello stunt involves mimicking a DJ’s turntable scratch noises by using a pick or slide to scrape and tap the strings and then processing the resulting sounds through a Digitech Whammy pedal. If you’ve got a Whammy, set the pitch-shift function to go up a minor third instead of sliding your pick.

Typically the way to achieve a "scratch" sound similar to a turntable would be to slide your pick along the ridges of your strings. This technique is called a pick-slide, pretty self explanitory name. You can tweek the way it sounds through your amp by using your effects in various ways. the only way to really find the sound you like is to experiment with it a little and see what you come up with.

I've also used a coin, usually a quarter, and rubbed the edge along the strings.
Great shred sound, but it'll wear the hell outta your strings.

I don't really know what sound your talking about, but if your experiment on your own enough with the guitar you can produce just about any sound.

take the pick, on edge, and slide it up and down on the stings, up and down quickly
