i'm a carpenter and i can tell you the best glue you can get is called MITRE MATE/ MITRE FIX. It comes in two packages. one is a spray can that is an activator, the other is like a little tube of super glue, Spray the activator onto one piece of broken item give it about 20 30 seconds to soak a small bit then use the other tube on the other broken piece. I must stress this glue will bond in about 10 secs So for Fuk's sake dont' let the glue touch your finger's. Hold the two piece's together for apprx 30 sec's and bob's your uncle Fanny's your aunt.

Polystyrene Glue

Depends on what you want to do with the polystyrene. If its just for modelling then you can use normal PVA glue, or a bit of superglue for a bit more strength. If you're sticking it to ceilings or for insulation, for hard-wearing; long durability, try something like No-Nails or Araldite glue

Water based elmer's glue works okay. Carpenter's wood glue is stronger.

Don't use petroleum based glue like super glues...Polystyrene doesn't work well with solvents.

if you are using it for one of the plastic construction kits the you can obtain a polystyrene adhesive from any good model shop.
if its to glue together the dreaded expanded polystyrene tiles or insulation boards then you will need to get a glue from any major hardware store or D.I.Y outlet. just tell them what you want it for and they should be happy to help.
