No it will not effect her period. She will get her period when her body is ready. Might sound bad but at least she is masturbating instead of being sexually active. She is way to young for that so this is alot better for her.

Masturbation in any form will not delay her menstrual cycle.
There's no set time that a girl will get her period, it depends completely on the timing of her body and hormone production.
But I second the notion of getting her a vibrator instead of using an electic toothbrush.

it shouldnt effect her periods at all. she probably just a late starter. nothing to worry about apart from the electric tooth brush. hope she doesn't use it afterwards.

No It will not I am like the rest at least she is not having real sex. Talk to her about this. Tell her you support her. Stress can delay period.
