It is entirely dependent on other things. How high is your blood pressure? Is it controlled with medication? Do you have heart disease? What medications are you taking.
Generally speaking if you have mildly elevated blood pressure or high blood pressure that is controlled with medication, then hot tubbing should not be a problem. In fact dipping in the tub will cause vasodilation (blood to the peripheral vessels causing that pink we see when you get out of the tub) and LOWER your blood pressure. This is why your heart rate generally will increase a bit.
Overall it is a bit of a stress on your heart, but unless you are waiting for an open heart surgery, it should not be too stressing on your system.
The reason I asked if what medication you are taking is that some medications (beta blockers) artifically cause your heart rate to slow down - therefore you might get a little dizzy when if the tub...if so just get out. You might be on a diuretic. Be sure you keep yourself adequately hydrated in that case.

When people with High BP get into hot water tub, at first the heart rate increases, but after 4 mins in the hot water tub, heart rate decreases. (There have been scientific studies which show this-see source.) That is the reason why they say people with high BP should not get into hot tub. You could get into it for a short while, not too long.
High BP caused headaches are actually treated with a warm(not hot) water tub or cold water compress on the head.
