First off, this question does not belong in the "Fish" category because whales are mammals.

As in all mammals, fertilization is internal in whales, and males have a copulatory organ, i.e. a penis. However, as cetaceans are specialized for marine life and have very streamlined bodies, their reproductive organs (both genital openings and teats/nipples) are lodged within longitudinal grooves in their belly and are not usually visible.
The penis of male whales is very long and it's attached to their small pelvic bones by means of muscles that allow them to direct the organ toward the female genital opening during mating. Mating occurs (of course) in the water, while the male and female swim with their bellies near to each other. In some species, several males "court" a receptive female until she finally allows the mating to occur. It's a tricky business, because they need to breathe air, and floating belly-side up is not easy.
Anyway, mating usually happens in coastal areas (here in Argentine Patagonia, for example) and afterwards the adults migrate into open waters for the rest of the year. The pregnancy lasts some months, depending on the species, and they return to coastal waters to give birth. Whales have only one young at a time, and it's born tail-first, in contrast to most other mammals (only logical because the little one has to be assisted to the surface to draw its first breath). At least in some species, other female whales assist the mother and young during delivery.

The same way as humans...expect a whale's wiener is like 8 feet long. So, that means no foreplay and little rubbing.

The male swiams above the female and releases sperm she rubs against him. They do this a couple of times, if she is prego then she will give birth to a calf. They will do this with a couple of other females to insure pregnation.
