First thing it is signal. But to see how good signal you are getting. You can double click your tinny monitor from your taskbasr showing wireless connection (connected). Once you open that window you will see a bar showing the percentage of signal you are getting. It is just like a bar in Cellular phone.

I would think that the best way to determine whether or not a computer needed to be moved closer to an AP was whether or not it could actually associate to the AP and maintain a reliable connection. If it can, great, it doesn't need to be moved any closer. If it can't...

Trial and error, check the signal strength at both distances to see if there is any difference.
