Check your volume control and make sure it is not on mute.
Make sure if there's a volume nob on you mic, that it's turned up.
Make sure if there's a mic on off switch on your mic, that it's on.
Make sure your sound card is detected by the Operating System, and make sure that the sound card is set as your primary audio device.
If you have 2 sound cards you might wanna disable the one you are not using and make sure the drivers for the soundcard you are using are there, if not, install them.
IF your mic requires a driver, then get the correct driver for it.
Make sure the cables are well connected and that you got the mic plugged into the right port.
If connected to speakers, make sure the speakers are on and the volume on them are turned up.

Open the volume controller(yellow laud speaker of volume device controller) and check for the tick mark in mic's mute. If it is on then you have to off the heck mark. Before this check whether you have connected the jack of MIC to red color sound card's port.

Make sure that the connecting cords of microphone and speakers are in healthy state and are plugged in properly at the back of the PC's slot.
Try re-installing your sound card driver.

Go to your Volume Control, options, advanced controls. Check if your microphone is on mute or low volume. Also, if you happen to have a new sound card, not included in the computer originally, or u built one ur self, check in their volume control. sometimes you have to really search for it
