He was not "making fun of a blind guy." President Bush is always joking with the press corp. He made some comment about the sunglasses because, under normal circumstances, it is rude to keep them on. Once the President became aware that the man was blind, he called to apologize, and the man said that there was no need - he was NOT offended.
There are hundreds of web sites with the details.

What a shame.
He asked about sun glasses.
Well it would seem that you as well as others are outraged more than the man in question.
In normal government functions it is standard operations to take off hats and sun glasses when entering a building. Allot of higher ups will not talk to you if you are doing so. Some will go so far as to want to see a note from your doctor before asking you to take it off. Then they will ask you to step back outside and come back in removing your hat or sunglasses as you enter.
If you have a condition that requires you to wear a hat or sun glasses you need to have a note. I have personally been in this situation after returning from the eye doctor and having left my paperwork in a friends car. I was damn near blind but the brass was happy and felt i was taught a lesson about losing stuff.
If this reporter has worked around the government before i am sure that he has heard it 100 times. And knows that they are just keeping with some what old fashioned but very much enforced standards of etiquette.

What a bad question. However dumb you may think this president is, even he wouldn't in the middle of a press conference knowingly make fun of someone with a diagnosed illness. If you have ever seen this president in front of the press corps you know he likes to make jokes. It helps the man relax, and besides he did call the reporter to apologize. Seriously and you referring to him as "that blind guy" is no better. Where is your common sense?

Wow. An honest mistake by someone in the spotlight who deals with thousands of people every day. That never happens, huh? Do you even know the whole story? He was not picking on someone with disabilities. He made a quick comment about the guy's sunglasses. The man wasn't offended, so what's your problem?

Apparently he commented on a reporter wearing sunglasses. The guy asked him a question and he thought it rude the guy was wearing dark glasses. Apparently the guy cannot be exposed to sunlight as it could blind him. He apologised to him.
He has never had any tact though

You mean the guy with the sunglasses? Yes I saw him make fun of him. I couldn't believe that he would just come out and say things like that to someone with a disability.
