You can sort of control it by setting which computers have priority on sending/receiving information on some router configurations. It's not too hard to do if you have a Firebox.

Need more information.

Not unless you install a hardware firewall can you easily do this. With a firewall like we use (Firebox) I have the ability to limit bandwidth and speed to any and all computers linked to the box.
