If you've truly accessed all the possibilities, offer the client both the very best possible referral OUT of usual territory, and the next best LOCAL referral source. Explain that these are admittedly not perfect options, and work through with him how to decide between them.

the counselor needs to brainstorm with some other counselors. also, if there is a case management agency in your area, contact them. case managers tend to know what referral sources are out there and can help find new ways to help a client access services.
