It could be allergies. My nine year old daughter has had similar bumps under her eyes since she was two. She's taken a battery of tests but we haven't found out what she's allergic to yet, and the doc still insists it's caused by an allergy. I agree with him only because we were away from home for about a month and her condition went away until we got back home.

I had red bumps under my eye one time and its called tinisis. Nothing totally bad, it just means that its dry under there. Add some ointment or moisterizer and mine went away in a couple of days

It could be bug bites, also...depends where you live and how bad the bugs are..it could also be allergies, but just to be sure, go see a doctor! that's all i can give ya
