If it is a Democracy, where the people really run the show, then THE PUBLIC. But there is no country on earth that IS a Democracy in the true sense.
Most contries are an elected REPUBLIC. This means that the United States is a Republic. (The word Democracy does not appear in the Declaration of Independance, or the U.S. Constitution).
So the PEOPLE elect someone to run the show for a while. In the case of the USA, George W. Bush was first elected for 4 years, then re-elected for 4 more years. During his term of office, he builds the government and runs the show. The PEOPLE simply get to enjoy the ride.
First, the Government makes an effort to correct the ills of the country. Hopefully, it does not get riddled with corruption, then cover things up by violating the Human Rights of opposing people. Let's hope that the government trys to "Do Diligence".
Second, Civil Society looks at the situations, and makes an attempt to inform the government about new or growing problems. These Non-government groups might be advocates. But they might also be non-profit chartiable groups that will actually like to try to solve some problems. With any luck, their performance is not hindered by the government. In many places, like the USA, these charitable non-government organizations are given special tax breaks, so they can run more efficiently. A partnership might develop, where the NGO is permitted to help.
The worlds governments decided to consider 8 Millenium Development Goals in 2000 at the U.N. In many parts of the world, work has begun to turn the tide of poverty, education, illness and such. But many parts of Africa have gotten worse. It is our best hope that these governments will work harder toward these goals, in spite of the fact that HIV/AIDS and other issues continue to haunt this continent.

Both. Government, at least in the US, rarely does anything well -- they waste money horribly, are very inefficient, and rarely accomplish what they set out to do. If the US government was a business, they would have gone bankrupt years ago.
People also do a pretty good job of messing things up, without any help from the government. The reality is that all social groups are compromises, organized chaos made in an attempt to provide some sort of coherency to daily life -- and it's a continuing balancing act to keep it all running. That it works at all is often amazing, that it sometimes works well is very lucky! The rest of the time we just have to slog on...

As it is a government "of the people by the people" we are as a nation responsible. We as a nation have stopped enforcing the term limits of the election process and thus we get what we vote for.
This government started as a "part-time" job for the elected officials and became a life-time job. Until we as a voting nation step up and take back control of our government we will be the ones to blame and only us.
This means asking questions demanding truthful answers and voting. It also means voting for the man/woman not the party.

Public, because in the USA, it is our responsibility to control our government as we are the voting public and should have more than 1/2 of our people voting in any election, but instead we let people walk all over us for their own power.

Those who make mountains out of mole hills, are the most responsible. Those who think we live in a black and white world. Those who think Laws will protect them from any illegal action they undertake. Those who believe their word is law when in a free country there have to be exemptions...to everything. Here in America, the government is the public and thus we share in the blame and supposedly the rewards.

This can probably be debated indefinitely. Some may argue that it's the public's fault b/c they are the overwhelming majority who directly cause the ills. On the other hand, others think it is the government's fault for not enforcing laws enough or not maintaining good control to prevent bad things from happening. *shrugs* I suppose it's all how you look at it.

President Bush and the rest of the republican party. They say if you put a republican in public office, they screw up the country big time. As you can see, its very true. Look around you and lay blame where its suppose to be, republicans.
