I would simply say that it is a way for adults to share very important parts of themselves and that they should ask their parents for more details.

With my own kids, I only gave them what they could handle at the age and discernment level they were at. Often kids will "set the line" for you, because you can tell when you've answered enough of the question for them to be satisfied and when they're getting uncomfortable.
Sometimes kids even just ask questions off the cuff, without even really caring much about the answer. They're just making conversation. In that case, an answer might not even be relevant and they'll be satisfied with anything.
However, with kids you do not know, it's not really your place to explian sex. (Heck, parents get mad when the SCHOOL tries to teach about sex, let alone a complete stranger.)
I would tell them that it's a very good question and they should ask their parents in order to find out more.

I would tell them that it was the way God made for a man and a woman who got married because they loved each other to make children. I wouldn't go much further than that because in today's society if some man in a park started telling someone else's child too much about sex he might find himself before a judge explaining that he wasn't a pedophile. :o(

Usually 3 - 9 years old kids would not come to the stranger with that kind of question, unless other adults provoked them to ask.
I would asked where their parents are and talked to them first.

If it was just some kid who came up to me and I didn't know them, asking me something like that, I'd tell them to STOP TALKING TO STRANGERS! In that tone of voice, too!
It's a question that should be asked of their parents and certainly NOT of a stranger in a Park! LOL

I think you should tell the kid to go to his/her parents...Do not put your own explanation in the kids head. Maybe the parents arent ready for the child to know, or if they do, maybe they have a certain way they want to tell. Don't take away the childs innocence before time...

it is not anyones place but the parents of that child, to talk about sex with them. I wouldnt want anyone else telling my kids about sex. I would gently inform and explain to the kid that he or she needed to go home and ask their parent.
