I am using a PC, and am looking for software for composing and arranging band and orchestra music for a school.

I find that Reason 3.0 the latest version is pretty good for the price around $345.00 be sure to check ebay. There are others out there but the virtual pak allows you to add components to your studio rak or subtract the unused componenets. It also allows you to build your own virtual digital studio. There is however another expensive software tool called Pro Tools. Its specifically used for arrangements and compositions. It does require some study but its the crown jewel in all studio arranging these days.

Definitely Finale. It's expensive, but schools and students get a discount. It's what most people are trained on in college composition classes.

I use Noteworthy.

Anything you can do with sheet music, you can also do with this program.

You can input from a MIDI keyboard, note-by-note on the screen, or convert from a .MID file.

You can output to the speakers, a MIDI keyboard (or player), a Noteworthy file, or convert to a .MID file.

I really recommend this one.
