I think what you are referring to is anarchy - and there is no precedent for a country to survive in an anarchist state. A state run by its individual citizens has no chance of survival as it would be wholly dependent on each citizen being prepared not to interfere in the business of his fellows and that,quite simply, ain;t going to happen...

There's always a system of government. Even tribes had/have chiefs and they usually had a council of elders.
