why is eBay charging me 1 dollar to list somthing that im offering for 1 dollar and 99 cents?

That's part of their seller's agreement.
Hopefully, that item you're offering will bring in a much better price if a bidding war erupts between potential buyers.

The insertion fee is 35 cents but additional things like adding extra pictures, making your picture show up in search results, borders, etc. cost more money.
