The easist way is to google the county of birth. Once you get that you go to the county recorder's office and request one. I recently done that for a friend and he had his birth certificate inside of 2 weeks. Of course you can always go to state records here:

Contact the county in which you were born and they'll direct you (county office). You may even be able to do it on line.
