What exactly are Harajuku girls ? I've heard this mentioned but I've don't think I've seen them

It's an area with loads of little clothing shops and the look has always been sort of "catholic school girl with mental problems who forgot her meds for the last fortnight"
Gwennie attracted a few of them (although they are a little old to be real ones, to be fair) I have no idea why she did this. She might like an alternative posse or something.
