The IP address of your web server has to remain the same as the only way people can get to your web server is by its IP address. When someone types in a URL (such as yahoo.com) that URL is converted into an IP address (by a table known as DNS). It is the IP address that the computer uses to find yahoo.com. So the IP for a web server has to be static. When you register a domain name, what you are actually doing is adding the static IP address for that web server to the DNS table.

No you can't because if make it a dynamic IP it will be changed and this will not be possible with any server so any server you want to create you must make it a static IP
