Cleopatra might love power and that she found it in Caesar. so yes she loves Caesar.
Just like us, though it might not power, it can be affection, or etc.
why do you love your boyfriend ? if you said you love him because himself then you have to describe your boyfriend. the qualities in your boyfriend that what makes you love him.
and so with Cleopatra love the qualities of Caesar which is power. and when your boyfriend suddenly not giving the qualities you love, of course you dump him or you might go cheating.

Her true and secret love was Marc Anthony but there is a doubt there becaue he had power too. But even thought she may have loved Caesar, she obviously wanted a lot of power and power to her was more important then love.
