You can also use Paint, which is included as part of Windows, to shrink the picture down in size. Look under All Programs / Accessories and you should have an icon for Paint.

open it in paint from :
start -> all programs -> accessories ->paint
and use Ctrl+W or from menue : Image -> stretch/skew
enter same number in horizontal and vertical .
save as th output as another file .
