A simple but effective facial exercise is saying the vowels of the english alphabet, enunciating each one and using every muscle you can to say them....aaaaa, eeeee, iiii, oooo, uuuu. Open your mouth wide, accentuate each one and hold. Go thru this five to ten times each day, just as you would do sets of weights. Make the faces in the mirror and watch the neck, jaw and supportive muscles tense and firm. If you do this while driving you may be accused of road rage...lol...maybe that is what happened to Rick Flair.....

Eating more vegetables could help. Also (don't get me wrong) alcohol makes the face puffy after a period of time.
