On Rivers they may be under the water and you not see them, this application they are used to Direct the River where the Corps of Engineers want it to go to keep the Channel consistent. Then they use the Buoys so you know where the channel is and not hit them with your Boat/Prop.

a pile of rocks put out in a line into the surf zone, it stops the sideways erosion of the beach by redepositing the sand after the lateral current off the beach moves it by "entrainment". (It stops the beach from eroding)
