depends on the company, because of your age and lack of experience (ie only holding a licence for a year) your excess will be huge, at least £750 or more, which means if you had an accident you would pay the excess amount even if its not your fault. the procedure depends on the company guidelines they give you. Given that you haven't driven, unless you had loads of cash it may be risky to experiment with a car your not familiar with.

hi!!! i work for one of the big car hire companies , and unfortunately we would not hire to a 21 year old you have to be at least 23 with us . if you were 23 and over then you have to hold your licence for more than1 year so you don't qualify on both counts . i know that the other main car hire companies have all similar policies also . SORRY !!!!!!

alot of the main dealers who hire cars will not loan out cars to people who have held there licence for less than 3 yrs, you might be able to go to somewhere like a "back street" garage who will hire you a car but you will be paying alot of money for a weekend hire, its cheaper to buy a second hand car

It all depends on where you hire it from. Also as your 21, if you have any endorsements on your liscence you probably will not be able to hire.
The cost of hire includes insurance usually.
