Many things. Basically, the world changed and communism couldn’t cope with it. Also, communism can’t work in reality. In the beginning it seemed ok, but as the decades passed by, the gap grew more and more between communist economy and capitalism. There were some major causes though:

1. The oil crisis of the 1970s: Communists countries were parts of the world’s economy too, and their irrational economy failed when there was a big change in the world. The oil prices increased a lot and it effected them.
2. Reagen’s Star Wars policy of the 1980s: This is a bit strange, but true; when Reagen set the space as the new direction of the weapon competition between the U. S. A. and the U. S. S. R., the latter simply couldn’t afford it and went bankrupt...

Some say IBM and Intel, a lot more than any other negotiations. As soon as computers became indispensable for warfare, Russians who invested too much on useless technology like the Russian space shuttle, lost track of cutting edge decision-making; although they were among the best in Math and science in general, their lack of wise investment ended their race.

One can argue that the "Cold War" is not over, and that although Russia does not show any nuke today, their tremendous oil and gas revenues might become a threat to the western world, gradually bribing Asian and Middle East countries for an 'alternate' alliance, hence restoring a form of opposition to the West.

Really no one inparticular. The re-unification of Germany and the disbanding of the USSR were probably the two most important things that led to the end of the Cold War.

The question asks "who" and not necessarily "what". You could write an entire book listing all the factors involved as well...what's the point?

Cold War beginning after World War II ended between USA ans USSR That when USA tried to but its policy in Europe especially after Marshal plan and drawn its policy without USSR that denied USA way after war, the Cold War begin in Europe and move to all the world after that in Asia and Middle east , in 70th USA and USSR end that cold war after Reagan and USSR president meeting to end nuclear competition and crazy space work
some people saw that USA was need to end that war cause of protect it is peace and people
