The A/P (account's payable) budget is when you have to pay your expenses for operating a company. For example, if you have an EAP (employee assistance program), you have to pay your employees, counsellors, suppliers, supplies, etc. etc. I would guess that it would be the same in marketing, hospitalization, etc. I hope that this is what you required for your answer.
