You could probably do with clearing your intestinal tract - try good quality probiotics - i.e. Nature's Biotics from KIKI, or another good quality one from health food shop. You may have parasites, candida see an alternative health practitioner/nutrionist.

You might have elephantiasis.
Or you might just thank the heavens because it is easier to craft a great shaped leg out of a bulky one than it is possible to craft a great looking leg out of a skinny one.
Think of it as: To mould a perfect pot, the potter needs plenty of clay.
Now, depending on how "fat" your leg it, it will require some work. But as I said, it better than being skinny legged coz there is no hope for a girl like that.
Now, you will need to start working your legs. A good way is walking and running and playing some fun sport. And even better way is riding a bicycle. For the fastest results do all these and wear high heels. It's a little known fact that high heels work your calves and lower legs. Also try not to sit down too often. Try to always be on the move.
Oh yeah... and dancing. Dance a lot. Especially those hot latina numbers that are vigorous. Not only is it a good overall work out, but it is also great for meeting guys.
You know, it's actually very difficult to find a dancer with bad legs.
If you work your legs out in this fashion properly without cheating, you should have great legs anything from approx 3 to 6 months. Don't forget to wear short skirts after you get your great legs though. Afterall, it would be a shame if you went to all that trouble to get good legs then hide them from view.

When you touch it (while flexing) is it hard? If so, it's muscle and that's how your body is build... so it's not going anywhere. If it's soft than do more leg exercises. Go to the gym and check out bicycling classes. Dance.... dancing does toning wonders on the lower body!

It is natural,as you grow up you may become fat.check whether your weight matches your age and height.If it is overweight do dieting and exercise.If weight is ok,then do exercises like cycling,swimming,running etc @30 minutes, morning and evening regularly.
