Refreshing, on the internet, updates the page if it has been changed since you loaded it. Yahoo Answers's front page changes often, whenever someone asks a question, so people refresh it to load new data.
In a file browser (Windows Explorer on PC, Finder on Mac), it is used to check if there are any new or updated versions of files in a directory. If someone from your server puts a file in a folder on your computer, press refresh on that folder and it'll appear.

If it's a site like this where people are always submitting new questions, only refreshing the screen will make the new questions pop up.

Sometimes you do it to reload the page, if for instance it doesn't fully load. Or it refreshes the view for pages such as Yahoo answers, where you'll get a new list of most recent questions.

it brings up new information if there is any. if u go to the beginning of the questions page and click refresh in a couple mins u should see a bunch of new questions listed.

In Internet Explorer you refresh to see the updated screen.
On the desktop and windows explorer, you can see if any new icons have come up.

Same thing when we have a shower... it makes us feel good and refreshed...
Just because it is a machine doesn't mean it doesn't want to feel fresh and invigorated...
So give it a go, your computer will thank you for it...
