this was a riddle given by my trigonometry teacher.
he said this riddle could be answered through the same approach to another riddle:
"what do the poor have that the rich and God fear?" (ans: nothing)

a map has a river with no water;
it has a forest with no trees;
and a city with no buildings. =)

a river can't be without water if so then it won't be called river.

a forest with trees doesn't exist

and a city without building is also not existing in modern world.

Your trig teacher was implying that the answer is the same. The answer to both questions is "nothing".
