My wave petunias have tiny little white bugs all over them. Are they spider mites? And what to use?

No, they are not spider mites. I agree with Don K. If they are flying, and like miniscule white moths, they are called white flies. Many greenhouses battle these, because they seem to gather when humidity is high. If all you have is a small amount of bugs on your waves, a soap solution should rid them.

I have had this same problem. I don't know for sure what it was, but I sprayed my petunias with liquid Seven. The problem disappeared almost immediately.

Those are probably white flies. Most garden pestidcides will work on them. Some fungicides will work on them as well.
