when? and what do they do? when are they "a year older"?

Most leap babies celebrate their birthday on 28th of February or on the 1st of March.But in leap years the do so on 29th of February.
They must be celebrating as others do.
They are a year older EVERY YEAR.

They usually just celebrate it the day before or day after.
they do what normal people do and they turn a year older every year just like us but good question cuz i always wondered that too
