Type in ctrl+shift+C to get the cheat box from the neighborhood view. Type in "familyfunds FamilyName #". In place of familyname, put the family name of the household whose balance you want to affect, in place of # put the amount of money you want the family to have after the cheat is applied. For example: "familyfund goth 10000" would leave the Goth household with $10000.
There are 2 things you'll want to keep in mind... This cheat ONLY works if you have the Nightlife Expansion Pack. And If there is more than 1 household with the same last name in that neighborhood (including in the family bin) the cheat won't work for those families.

If you just want to get rid of money, Try painting / wallpapering / re-carpeting your home several times, again and again to lose money.
