Common and Mos Def ask this question in the classic hip hop song - "The Questions" they also ask:

Why do these girls look so good in the summer?

If you got ta-dat-ta-dat-tap for your lady wouldja wanna?

How come the industry build careers that don't last?

Why do I need i.d. to get i.d.?

How you got high expectations but got no patience?

i think its supposed to be slightly humorous for that reason. because you use the word never to tell someone not to say never. hahahahahahhaha...

also the 2 negatives make a positive rule would not ring true with this saying. that would only apply with something like..
"I didn't not go to the store." Then the two negatives would make a positive meaning that you DID go to the store. Never say never has nothing to do with double negatives.

Because when you say that, you are telling someone else to Never say Never. You aren't saying, I will Never say Never Not even Three Words Ago.

It doesn't mean never say the word never. It means that you should always have faith and never give up completely without hope.

Why do I need I.D. to get I.D.? If I had I.D., I wouldn't need I.D. There's an old Common song featuring Mos Def with both my and your questions.
