First, look at how much you are spending. It isn't always how much you make but how much you waste. I know many contractors who are neck deep in debt and have very good salaries. Is your car efficent? Do you consoliate driving to conserver fuel? Do you have to have the fastest computer? Fast food and eating out takes a big chunk out of your income. Live within, or better yet beneath, your means. Pay any credit cards and loans...stop paying those high interest rates (if any).
Second, check bankrate.com for online banks with good interest rates. Overseas, the Service Credit Union and Community Bank that serves the service memeber is, simply put, ripping them off. I use NetBank and get 5.25% on a 6 month CD and 3.7% on a money market ($500 minimum), plus no ATM fees, no online bill pay fees (provided I use it once every 3 months) and more goodies. I also use Virtual Bank for just putting money aside.
Third, check divident reinvestment plans (DRIPS). This gives you the opprotunity to buy stock directly from a company without a broker. Companies like GE, McDonalds, Exxon, Procter and Gamble and more (I believe it is over 1,000 now) offer DRIPs. Also, look into munual funds as well. BUT...educate yourself first!! Check Yahoo Finance, Smartmoney.com, MotleyFool.com and others to learn. Find out about fees and loads, risk, etc. Also, many of the DRIPs and funds have online access to buy more shares, sell shares, see your statements, change address, etc., very convienent. Second, this is a LONGTERM strategy, no investing Monday morning and retiring Wednesday afternoon.
I served for eight years (I was single) and left with a thee year old car paid off, no other debt and over $40 k in the bank (didn't know about investing then). You can do it too. It takes disipline and dedication to get ahead but it is very well worth it in the long run. Good luck and be safe.

Try selling some of the cool stuff they give you. Like night vision goggles, or information that requires a clearance. just kidding.
It is unfortunate how hard it is to make a living while serving the country. It is hard to supplement that income because you can't count on being able to show up to the other job. If you stay in long enough the benefits will make all your civilian friends jealous , though.
My bro joined the Marines at 17, left for training at 18, and now at 26 he's still broke and in the Military. Everyone else has graduated college and is coming into their own, and he's just scrapping by.
He's an officer candidate though, and can expect better pay, VA loans for housing, no college loans to speak of, and if he chooses, retirement with a pension and lifetime medical coverage in 9 more years at the age of 35.
He totally wins. I'm totally jealous.

Go to Guru.com you can register and get opportunites to bid on jobs doing sales telemarketing and other projects which very often you can make your own hours. Also look to create opportunites for yourself do not look for jobs but look for areas where you think you could be of service and try to create your own job with that company.
