Get a small drill bit (#30 for example) and drill a hole in the lowest part of the lens plastic. If you can remove the tailiight to do this, even better. Once the hole is drilled, shake the water out, and put a hairdryer on it for a bit. Then a small piece of clear packing tape over the hole.

drill a very small hole at the very bottom of it so the water will drain out.
Use the absolute smallest drill bit you can find. Also, depending on the design of the tail light, you may want to drill another small hole at the very top of it for evaporation purposes.
Since the holes are so miniscule, you can always fill them with a tiny amount of clear PVC cauk when weather conditions are suitable.

drill 2 very small holes, one toward each end. drain and now you can use the blower gun (from a compressor) on one hole to DRY it inside. when dry (i suggest leaving it in the sun for a day) plug up one hole with glue/sealer. let dry. using the same blow gun (make sure you turn the pressure way down for this) blow air into the 2nd hole wich is not plugged yet, and submerge it in a bucket of water. you can now see where the leak is, and seal it so water wont go in again.

Don't go caveman and start drilling holes in it. Then you have a tail light with holes in it that will leak worse. Take the bulb out and blow compressed air in it and blow all the water out then leave the bulb out overnignt. Maybe even aim a hair drier in there and dry it out. maybe even take the tail light assembly out and dump the water, but for God's sake don't damage it with a dremel or a drill.

I have used a power drill they work best if you drill a small hole in the area that has the water THEN a small hole on top it will drain all out PLUS if you have the condensation issue LATER again you wont have to do it again!

Use a Dremel Tool to drill the smallest hole you can then when all the water is out seal it with a little super glue in the hole. Worked for me.
